第四十九章

圣人无常心，以百姓心为心。善者，吾善之；不善者，吾亦善之，德善。信者，吾信之；不信者，吾亦信之，德信。圣人在天下歙歙，为天下浑其心。百姓皆注其耳目，圣人皆孩之。

The sage has no fixed mind; he takes the mind of the people as his mind. To the good I am good; to the not-good I am also good — thus goodness is attained. To the trustworthy I am trustworthy; to the untrustworthy I am also trustworthy — thus trust is attained. The sage, in governing the world, draws all minds into harmony. The people all fix their eyes and ears on him, and the sage treats them all as children.

圣人没有固定不变的心意，以百姓的心意为自己的心意。善良的人，我善待他；不善良的人，我也善待他，这样就可以使人人都变得善良。守信的人，我信任他；不守信的人，我也信任他，这样就可以使人人都变得守信。圣人治理天下时，收敛谨慎，使天下人的心归于纯朴。百姓都注目倾听，圣人把他们都当作孩子一样呵护。
